With reference to the recommendation contained in their
roport on the Public Works Departmont that the Waterworks
Department should be removed from the jurisdiction of the Director of Public Works and made an entirely separato department,
to be administered under its own hoad officer; as the
Commissioners fear from the trend of the evidence given before
thom that, strong objection may be raised to such recommendation
being carried into effect, and as in their opinion the wholo
history of the Waterworks Department administration during the
past thirty years shows the vital necessity for its being me.do a self-controlled department, they wish particularly to
emphasize their above views, in order that they may feel that
on this most important subject they have at least made every
effort to secure the Colony from any repetition of the fiascos of the past in reference to the Colony's water supply.
23.
ZONING COMMITTEE. In paragraph thirty two of their
Roport on the Public Works Department, the Commissioners
recommended the establishment of a Zoning Committee with
unofficial representation. They would urge that in order
that the Committee be an effective one, its membership should
not exceed seven, to be drawn from suitable members of the
community. Regarding the Government members the Director of
Medical and Sanitary Services should have a seat. A great advantage of appointing such a committee would be that it
could be treated as a standing committee whose advice would
bo available to Government in regard to town planning, sites
for gaols, hospitals etc. in other words a permanent
successor to the Town Planning Committee.
